On 30 September 2021, regulations (Action Note PPN 06/21) came into force in the UK that make participation in public tenders conditional on a commitment to carbon neutrality and a completed carbon audit. The criterion is a disqualifying criterion, i.e. the bidder must meet it without fail.
Specifically, the Regulation applies to public contracts with a financial performance of more than €5 million. GBP per year. The company must submit a “Carbon Reduction Plan” which includes:
A commitment to be carbon neutral by 2050.
- A carbon audit under the GHG Protocol including selected Scope 3 areas (but in practice this is almost all of Scope 3).
- Reporting of emissions of six GHGs under the Kyoto Protocol.
- A concrete strategy for achieving carbon neutrality by 2050.
- Publication and regular updating of the Carbon Reduction Plan on the bidder’s website.
In principle, these are not complicated requirements, but in specific cases they can be quite laborious to process.
